The announcement included, “A uniform standard for the consistent application of the rules, including regular checks of all pitchers regardless of whether an opposing club’s manager makes a request.” Basically, they have decided to enforce a rule that already exists but hasn’t been enforced for some unknown reason. Congratulations MLB, you’re once again showing how incapable you are of enforcing rules. And to state that your fearless leader is going to apply the same rules equally to all seems unrealistic in light of how Manfred has disciplined unequally in his short 6 years run as the most powerful man in baseball.
The claim of equal enforcement seems reckless at best. Suspending Nick Castellanos for flexing (borderline taunt) is just a simple example of how this season’s discipline has played out. Rob Manfred has put the onus on umpires to enforce a rule equally in hopes they’ll enforce it more effectively than he can. Yet, once these already enforceable rules finally get enforced, what happens? Who has the final say?
Enter Hector Santiago and June 29th; the day we all learned who enforces and what it looks like. In the 5th inning of Seattle’s game against the Chicago White Sox (the completion of the suspended game from the day before) manager, Scott Servais decided to pull Hector. As is the case, the umpires approached Hector and began the inspection. According to crew chief Tom Hallion, there was, “A very noticeable,” substance on the glove. Now, the MLB has its first victim of the new enforcement of sticky substances. This also set off a comedy of errors that will culminate in a hearing with MLB Special Adviser, John McHale Jr.
Servais pulls Hector; Hector jokingly jukes the umpires; umpires inspect glove; all appears normal in the first few seconds. Then, plate umpire Phil Cuzzi and the rest of the umpiring crew decide that, after closer inspection, there indeed was the appearance of a sticky substance. Cuzzi provides the signaling of Santiago’s ejection to the disbelief of both pitcher and manager.
Once the entire umpire crew determined there was indeed a noticeable substance on the glove, they needed to confiscate the item in question. Now, one would think that this process would be a secure and well-thought-out event. You would be wrong.

Cuzzi kept hold of the glove, holding it in the very area in question; apparently no concern of mishandling or accusation of wrongdoing in any future appeal from Santiago. Cuzzi then discussed the situation with someone from MLB operations. This individual apparently had been charged with securing any object removed from the game due to a foreign substance. Again, anyone with any amount of logical reason would think the item in question would be secured in a seal tight bag. Once again, that logic was defied by MLB’s method of security. The high-tech fully airtight security bag used – a garbage bag. Yup, a GLAD garbage bag! Oh boy; what could go wrong with that (side note: yes, I’m sure they secured it by additional means when shipping the glove to New York)?
Just days after the confiscation of the glove MLB decided to put out a statement. Again, their words defied all logic and flew in the face of providing a fair and objective opportunity to Hector and proving his innocence. MLB stated they would not inspect the glove. They trusted their umpires and his handling of the ejection and subsequent transition of the glove to the home offices.
In true player fashion, Hector appealed. He not only continued playing, but he also got a start while awaiting the process of the appeal. Naturally, MLB offices drug the process out over several weeks holding the Mariners and Hector in a holding pattern reminiscent of a plane circling Hartsfield-Jackson International during a drizzle. Upon actually having his hearing, Scott Servais, Hector, Jerry Dipoto and an assortment of Mariners representatives were in attendance. The glove even made an appearance at the hearing. Hector was able to plead his case but couldn’t rebut anything after he spoke. No one could find the substance on the glove. MLB was kind enough to allow Hector to leave early to attend the game he was playing in the afternoon of the hearing.
It took a few days, but MLB finally rendered its decision. Just one day after the Mid-Summer Classic, MLB announced it was upholding the 10 game suspension. Despite there being no, “small circular substance,” on the glove during the hearing, just rosin being used by Santiago and an inability by umpires to definitively explain what they saw to Servais on that fateful day in July, Mr. Santiago will be out for 10 games.
This is what we have come to baseball fans. Everyone knew Manfred would bungle things, just not this horribly. There was an expectation to see at least one pitcher caught. Our hope was for it to not be someone from our team or to be one of our favorite players. What we weren’t expecting was things being this egregious in their ridiculousness. We were hoping for something fair, something substantive in proof of wrongdoing. Yet, what we have is an appearance of a pitcher being the sacrificial lamb. The Mariners haven’t quite reached significant relevance. Now the Mariners are being held down; playing shorthanded for 10 very long games. A flexing of MLB’s muscle on the unsuspecting has led to this, the hapless plight of Hector Santiago.
